If I try to access this site from my home IP, I get a 403 permission denied error. I tried clearing all my cookies, etc.
Tethering my laptop to my phone (different IP) it works fine.
I don't think I've broken any rules.

actually I don't think it is just my home IP. Just tried from a coffee shop and got 403 too. And now sometimes my phone gives 403.
Maybe there's something up with the site or the CDN?

My best suggestion would be when you're on a connection where you get the 403 error go to Google and type "What is my IP address" and when you get a collection of them send them to be via PM. I can investigate your situation.
As mentioned before, web browsers with built-in proxy connections like Brave, etc., which have IP addresses of hosting companies may be blocked. Unfortunately with bots and such there's not a lot that can be done, thanks to the abusers.
I just noticed I am blocked if I have apple private relay turned on on my phone. If I turn it off the site works ok.
I think many iPhone users might be blocked.

If that's the case there's not much that can be done at the present time. If the proxy / VPN connections are used by known hosting / data services they're blocked due to bad actors that have attempted to damage either the server or forum software.
Apple provides a solution which should allow the user to disable the Private Relay for a particular site:
Manage iCloud Private Relay for specific websites, networks, or system settings (https://support.apple.com/en-us/102022)

Respectfully, I'd suggest maybe changing the error message you get when denied access to a message that explains that VPNs and proxies are not allowed.
I thought the forum was just broken at first when I got denied access.
